"Last week, President Trump released his first budget. Cuts amount to $54 billion from non-defense discretionary funding, much of which (but not all) comes from agencies or programs tasked with serving low-income Americans.
Unsurprisingly, advocates for the poor came out in strong opposition. But missing from arguments against these cuts is evidence showing the effectiveness of eliminated programs, especially when defined by more than how many people are served and how much is spent...."
