Putin's Quest for Control in the Former Soviet Empire, by Leon Aron

Vladimir Putin's Russia presents the United States with a policy dilemma of enormous political, diplomatic, and military consequence: Will continuing economic hardships and diplomatic pressure lead to greater restraint in Russian foreign policy? Or will Russia continue to escalate its current activist foreign policy, a key component of which has been the attempted recovery of control over the former Soviet domestic empire?1 Should Putin continue an interventionist foreign policy toward his neighbors, planning the US response will have to start with answering three questions: What would propel him in this direction? Which of the post-Soviet states are the most likely targets of aggression? And how, in each individual case, is Putin likely to proceed?
